Can anyone confirm this actually drops from the 2nd boss(es) in regular ToC?
I'm up to 23 kills with no trinkets and of course I only need 4, lol. I hope the weapons aren't this bad in heroic since I need 5 or it will take over a year.
Normal Eadric or Confessor, yes. No drop on Heroic.
Probability per kill is about 15%, meaning that you will on average see one every 6 2/3 kills. Funny story, there's a 2.4% probability that you won't see one at all for 23 kills in a row, and a 20% probability that you won't see one in a given block of ten kills. It sucks, but that's RNG for you. IMO they should have a pseudo-random system that has mercy on the long-suffering instead of trying to mimic random events - but I didn't code it.

Sooooo agreed. Blizzard has a lot of things down pat, but something they don't quite understand (as bits of them still want to be older MMOs) is, every moment of a game should be fun. Corpse-running, inventory management and totally random drops are the next to go, I predict, though maybe not soon.
As for the rune, I've got it on one single character and I've been running regular ToC a lot lately. It's pretty scarce.

It took me exactly 29 runs to get all 4 for my shamans, but the first three dropped in a row. Avoiding randomness completely (for instance having badges for all loot) would be perhaps a bit too predictable? A masochistic part of me sort of enjoys the grind - reminds me of the totem of the void farm :P
There are already a non-random systems in parallel (badges, crafting, PVP points) which are useful to varying degrees.
You can have the appearance of randomness without being completely random - it is a piece of software, not a coin flip. This goes double for collection quests. A simple method would be to use the number of kills against a mob type in the drop probability formula. The catch is that you have to deal with loot tables - you don't want something that drops 30 different items to start dropping the whole table at once just because it's seen by someone that's killed it 100 times.

This is where the Law of Universal Perversity comes into play. The guy that doesn't want it always gets the best RNG.

I have it on my 4. Only ever saw it drop from the Confessor however, so assumed Eadric did not drop it. Once I had the stam trink on my tank I just farmed the first and second bosses and if Eadric popped I would reset without killing him. Got them all in a days farming in the end.

It does drop off eadric. I got 2 of the 6 from him. The rest were from the confessor. I still don't want it. I need 2 more banners. Gotten 3 black hearts.

Kill number 26 dropped my first rune but then I got another at 28, lol. I'm to a total of 29 kills and need 2 more runes. On the other hand, I got the tanking trinket pretty quickly. My stats show 5 black night kills but I know I killed him a couple times after I got the trinket. Then I started resetting it after 2nd boss(es) for the runes.
On heroic, I've cleared it 8 times, no tanking weapon and no caster weapons but I did get the tank ring and one back piece.
