only thing i had like that was when i first started boxing 5, it wouldn't take my credit card payment for the 5th, i was still within the first free month, i tried it about a week later and it worked fine. i dunno why

It's blizzard's fraud protection or maybe even your bank's. Use a different credit card or try a different computer with different IP. This also happened alot when people were trying to create multiple trial accts from the same IP.

Its probably a Card Security, To many Identical Billings in to short a period wait about 30 mins and try and it should go through unless it has a a rare card and has it Tied to (24 hour period).
Remember this is to protect you from Double billing, and other credit card purchasing scams.

I had the same problem when setting up my accounts -- first three went through just fine but the 4th got stuck - I ended up having a friend creat the account for me.

If you wait for a day, it will generally go through.
You can try calling Blizzard Billing if you like.

I had the same problem, like stated above it's Blizzard fraud prot.
Unlucky as I was, I did this on a friday. Tried again after 24 hours, but that didn't help.
I called support on Monday, talked to a VERY friendly woman wich called me back after 15 minutes to ask if I was able to transfer after she tried fixing it. I can truly say, I have never had that good support ever in my life.

It's actually not based on your credit card number or any sort of "credit card fraud" system, there's just a hard limit on the number of payments or registrations coming from the same IP in a short period.
If you have a friend or any other computer that has a different IP address (dial up connection?), you should be able to register using the same credit card number (or other payment method) without any issues. :)
Otherwise, you can call support or wait it out!
