I just thought I would share my method of killing this guy for farming.
When 5 boxing I roll with Prot War, Mage, Balance druid, Holy Priest and rogue.
All characters use a basic macro attached to their standard DPS macro as follows:

/cleartarget
/target Head of the Horseman
/stopmacro [nodead, harm]
/target Headless Horseman
Facing the pumpkin with tank, I place all ranged to my left with backs against the fountain. Melee are placed in front of the tank facing him. I disable "interact with target" for the ranged classes and leave it on for any melee. I use the interact with target + mouse click to move method of normally questing. I leave this function enabled for any melee.
The rest is simple. Mash the crap out of the macro for damage, broadcast my "interact with target" to keep melee on him, and zerg him down.
Some specific tips that Ive learned:
1. He has a cleave thats sort of nasty an adds unnecessary healing needs. As a tank always back him up passed any melee, then have the melee engage so they stand behind him.
2. Whirlwind does some extra damage too so if it happens I just concentrate on keeping melee away and let the ranged blow the head.
2. If I am mostly caster DPS I ignore chasing the head with tank and melee and just let them blow it up.
3. I keep my camera panned over at the fountain to keep an eye on the casters for conflag which will make them move erratically and cause them to possibly face the wrong way. A simple follow broadcast and then making them stop realigns them in the proper general direction.
4. With my gear as a prot war, I can self sustain myself with shield wall + last stand + enraged regen. Talented and glyphed its up every time pretty much. I use my avoidance trinkets. Priest tosses out a couple of circle of healing or PoH's if needed however for the party.
Really, the macro is just what makes it easy mode.

nice work.
I myself didn't change a thing to my macro setup. I use the /click thing sequence and when i change targets ( from horseman to the head ) it takes almost no time for the shaman's to pick it up.
I spread out my guys along the road in the middle, while i tank the horseman at his shrine.
Earth shield + riptide are more then enough healing to keep me topped off all the time. The shaman's themselves require no healing at all. I use my resto guy to dps aswell.
If one of the shamans gets hit by conflagarate, i reposition him by hand. This fight has enough "room" in it for doing it.
If he summon's his minions, i drop DnD between the tank and the casters to pick them up.
The only annoying thing is when the head spawns out of range of the shaman's.
I wish they made it a bit more of a challenge. ( and better rewards ) Any lvl 80 with half-ass gear ( like my guys ) can do it without much hassle. Or is that just me?

I am just using melee chars to kill him and it's not much harder. Trick is to position him so you can avoid the cleave, and be quick to move out once he becomes headless to avoid the whirlwind. Then I just send everyone to dps the head, rince and repeat until he's dead.
Sadly he just tends to drop caster rings for me :/

I tried to put the macro in my main /click but hit the character limit.
I probably could have got round it, but just decided to manually target the head.
Worked well enough.
I did 5 runs last night (couldn't find the quest in Brill to allow me to have 10 attempts the first time).
Got a few ring upgrades for my shaman (and I had the reins of the headless horseman drop on my second attempt).
Difficulty wise it wasn't too bad at all. It would be nice to have a heroic version but I think it's just meant to be a bit of fun.

I align my Shamans on the road facing the crypt and pull with my Paladin. Then I just brute force the horseman with Lightning Bolt. When the head drops, I manually target it (rather easy to follow because of it green vapor thing), then flame shock and lava burst it. I never seem to be able to finish it on the first time it detaches, though, but it goes down very quickly on the second time.
The only slight issue is when the head flies behind my Shamans. Then I do an "interact with target", put them back in formation and start DPSing again. Sometimes it takes a third detach to kill the head then.
Globally very easy with my current gear.

The head automatically warps back on the body at 66% and again at 33%. Don't believe it's possible to stop it. I've tried to down it with 5 destro warlocks on the first detachment and the head seemed to go immune as they pummeled it with major burst every time, so I just dot it now and heal the voidwalkers while I wait. How are you killing him without a phase 3?

haven't tried it with mboxing yet (other IRL issues :))
I did him 5 times with my guild as a priest and I dit throw 2 heals I think. Since I am holy I switched to Smite and Holy nova :)
Will try him tonight with my boxing team

To avoid character limit I use SuperDuperMacro addon (http://www.wowinterface.com/downloads/info10496-SuperDuperMacro.html). This makes it alot easier to make length macros and avoid worrying about making sure you're calling the other macros in the master macro.

He's actually capable of killing you. Dont get too fooled. My tankadin + 4 ret almost got wiped the first time I tried him. I didnt remember a cleave or the whirlwind. My rets are pretty geared and he almost killed them. Once I knew to avoid those abilities he was a lot easier.

everything is technically capable of killin you. still doesnt negate the fact that the only CD i had to use was enraged regeneration during the last 1/3 of each fight. i didnt say everyone would find him easy. only that i did and i know that i dont need heals to do it. good knowledge for me mostly....

My group of 75's got their asses kicked fast. Too many misses and despite that the locks pulled aggro off the tank and getting 1-2 shotted.
Resigned mysel to having to tag along peicemeal w/ other groups to get the summons in. 1 in5 is better thqn none in 5.
Can' make it to 80 w/ all the ToT i have to do: Can't go far from an Inn.

If your group is ranged and you keep them 30+ yards from him he should be fairly easy. At that range he won't toss pumpkins at you and your tank should have plenty of time to pick up the spawned adds. They'll never take damage at all. If you have melee, then I don't know any tricks for that.

If your team is melee make sure they stand behind horseman and when his head pops off RUN AWAY from the horseman and then take the time to find head. This way you wont get your slaves whirlwinded to death. Works pretty well for my ret team, takes a little bit longer than a caster team, but its the safe route.
