I will soon be starting a horde Pally + 4 Shammy team. Since they will be on different pieces of land due to the pally race issue, I am not sure how to level them all together.
What is the most effecient way of starting out a 5 box team? Should I PL them with my lv 70 warlock (guess I can do that with some rain of fire) or summon the pally to the shammy starting area and grind from lv 1 all together as a team?
If PL is the best way to lv 10 or so, where is the best place to PL at for horde with a lv 70 lock?

That seems to be rather debate able.
Questing is fast as hell... however collection quests can be a major slow down. Personally I purchased Zygors guide, and Im following it with all 5 toons, we simply skip the non chained collections, and it makes things significantly quicker.
Instance running with a 70 can be fast... but you miss out on the exp of learning your team. You might think, meh I have the basics down, then you get jumped by a warlock who fears your main and you realize your macros dont swap to the next toons.
Leveling by questing imo is the best way... you gain levels pretty quick with the new patch, and on top of that you get to tweak your setup as time goes along.
Saving you a hell of a lot of frustration at 70. Instead of spending hundreds of hours tweaking when your finished. You can tweak along the way, and enjoy it at the end.

Level them to 5 first, then move them to whichever starter zone has the faction for the mounts you want. Then quest them there.
I would highly suggest you play them up instead of PLing them so you can learn the key combos and other vagaries of the group early on. You'd be pissed if you PLed 'em up and found out they didn't do what you thought they'd do. :P
