So, I run with a bit of a low end machine, works fine in most outdoor zones and dungeons - But in Dalaran or big PVP battles it's quite laggy.

Now, I run 1 pal + 4 sham (atm specced elemental all), and the shaman all have the same macros - But 2 are significantly better geared (the healer dual spec, and the one I sometime play as dps in other groups).

However, very often one of the lower geared shamans end up on top of DPS, like for instance last Gal'dahr fight in gundrak hc, my worst geared did 3,4k dps, then my best geared came in at 3,2, followed by 3rd geared at 3,2 - and the healer dual spec second geared comming in at 2,9.

This changes back and forth, but very often one of the 2 lower geared are top dps.

Any thoughts if this could be due to delays with a low end machine?

The DPS macro I run with is:

#show Lightning Bolt
/Assist focus
/castsequence reset=combat flame shock, lava burst, lightning bolt, lightning bolt, lightning bolt, lightning bolt, lightning bolt
/castrandom lightning bolt
/cast Elemental Mastery
/USE 14
/USE 13

A guildie of mine has the same issue. We think it's all due to RNG weirdness, lag, and crits. The guild I speak of is a hardware boxer, so he could test it by swapping his best with his worst geared shaman and do some tests. I think it's just RNG. My mages are fairly close in gear, but are all over the place sometimes.

Random number generators for shamans is EXTREMELY RANDOM. 2 of my shamans with the exact same gear and pull 3k and 4k, its just random how much damage you do. Nothing to worry about.

Short Answer - Yes

Lack of resources, momentary pauses due to max processing/memory bandwidth etc can delay your next cast by a fraction of a second.

IDK about the rest of you, but me ele shamans are pretty crit dependent and some days the RNG does not like me.

I would maybe say yes but this doesnt seem to be like instant DPS but the DPS spread out over an extended period of time. With it being a Some times think I would just say like the others that this is just the rand gods smiling down upon the downtrodden and under geared shammies.
