Can you create a Death Knight, on a brand new account?
Basically, if I were to add 5 accounts (or whatever), which are brand new, no toons on any server, can I create 5 DK's on them, on an old server. In my case Cenarius?

No.
You need a level 55+ character, on any server, on the account before you can create a DK.

Was really curious.
I've got a guild member who quit the game before Wrath.
When he quit, he decided to delete every toon on the server.
He has no toons on any other server.
Long story short, he came back and choose the same server.
He installs Wrath and is able to make a Death Knight at 55th, with no other toons on any server.
I guess having had a few 70's in Burning Crusade, set a flag so to speak.
So even though there were no other toons at all, at DK creation time, previously having had a 55+ let him create one.
Wasn't sure if DK's were unlocked on even new accounts or not.

Blizzard never really deletes a character when you tell them to. They can always restore them later on.
This makes me suspect deleting a character merely hides it from your character list, and decrements your character number per server/account by one. Wouldn't surprise me at all.

Also frees up the name though, something is gone kerpoof.

The name part is correct. My first toon was Alcattle of Dentarg. Human mage with awesome sword skill ( I know, I was NOOB). After the WoW record of corpse runs, I deleted him. 4-5 toons later, Alcattle of Dentarg, NE hunter and currently my only 80. Who knows?

That'd be interesting for sure.
