I think I'm missing some levels?

So I've leveled 3 toons up to level 54 so far, A is linked to both B and C. I logged in with a different character on A (lvl 1) and tried to grant levels from B and C, and he ended up at level 40, but then both other characters were unable to grant anymore levels. Supposedly two level 54 RAF characters should be able to get the character up to 54 with their grants, right? So what happened? Is this something I need to talk to a gm about? And they haven't granted levels to any other character.

Technically your level 54s should be able grant 26 levels each. You only get 1 lvl for every 2 levels you gain. So the first you get is at lvl 3. If you leveled to 55 you would get another for 27 each. So you should be able to grant a level 1 up to 53 with your current 54s. Are you positive you didn't test it out or something earlier? Other than when the 3.0 patch came out and all aquired grantable levels were wiped temporarily, I have never lost levels.

Yes, I made the two accounts exactly 1 month ago (just had to re-up play time) so the only patch to come out was 3.1.1. One of the subsidiary accounts DID have issues with not having any talent points after the patch, so maybe it screwed up RAF levels too? I definitely haven't granted any other levels, and I just logged in after having hit 55 and they still can't grant levels past 40. So if I talk to a gm, which character should I open the ticket with? 80, granter, or grantee? Also, are GMs fairly understanding when it comes to dual-boxers or is he gonna give me a hard time?
