Paypal Question?

So I dont have a verified paypal account (I dont have a banking account so I cant verify it.) So it wont allow me to send money, however, I am planning to make a transaction that will put about 400$ into my paypal account, will I be able to send this money to people without a verified acount? Will I be able to withdraw this money at all? I do plan on verifying it but not untill monday and I need to make a few percheses before then.

if you put 400 dollars into your paypal account. You can use that to buy/purchase. Being unverified though makes some sellers make you wait like 4 days till your money clears to their bank before they ship/send goods

All my transactions are personal via sights like creigslist. Will I be able to withdraw that money from the sight also?
