Got home from my week long vacation, super excited to finally get some EQ2 in and start the RAF process and had my friend send me an invite, I got it and paid for the account without logging in. Sent an invite to my second character, made an account for that one and logged in to test it out and my characters weren't linked!! I'm not sure what went wrong in the process, so I'm going to call Sony this morning in a bit and find out if they can fix it for me :(

I bet they'll get it sorted out pretty fast. They were very responsive even through email for me several times.

I just called them up and got it taken care of, or at least I think so, I'll see in an hour or so when it updates on my account.
The easiest way to link them it appears is to make a blank account on station.com and then get the invite via email and when it asks you to log in or create a new account, log in with that account.

Making a totally unused account before getting invite didn't work for me. I made 5 new accounts with no linakge to any game, then sent myself an invite and all the brand new accounts I made just hours before sending the email were not allowed to register for a trial/RAF. I had to make completely new accounts off the invite link.

BEFORE paying for anything, should always make sure the trial account you made is actually linked to your account you used to send the invite. This is very easy to do. Just log in to your account, look at RAF under account and check that your new account is listed as "Trying Game'. Make double sure and go ahead and log into the game with old account and new account, get both accounts in same group and make sure you can "go to" on the accounts. If the account is "trying game" then it is probably linked. If you can "go to" then they are absolutely linked. Both of these can be checked before ever giving SOE any $$. If it is "Invitation sent" after hours of waiting, then you need to try again because it is not linked. You might have sent yourself the invitation, but whatever new account you just made was not made off that invite.

When you send an invite to your new account, your old account under RAF will list "invite sent" . When you make a new account off that invite (possibly also have to log in) it will change to "Trying game". This is very easy to check and as retarded as their logging in and out of accounts is or how easily people can screw up while making the RAF account, checking to make sure the accounts are actually linked before paying is simple.

I need to double check my accounts but I think I got all the raf's done correctly. The persistent login was a pain because the raf page would never show anyone logged in, even if they were. Also my second account from EQ1 days had been subscribed to EQ2 at some point (I don't remember subscribing it) so it wasn't eligible for raf. I kept the account (for naming consistency) and did 2 pairs of raf's.

Another Raf tip: You only get one mount per account so you need to 'claim' wisely. I went to the local stores and found 6 expansions and used those to activate my raf's (new accounts get a free month with the exp purchase) and each account now has the exp mount available for each character. I am not sure if the exp free month stacks with the raf free month. Two of my new accounts also raf'ed an additional account. I will report back what the management page says.

Edit: One of my middle accounts has two 30 day credits listed before the credit card kicks in. The raf and expansion free month do stack.
