Well, I was messing around on the internet and all of a sudden the power on my computer went out and it started smelling like something burned up. The power won't come back on at all (I push the button and nothing happens). Is this likely a power supply failure?

It could be that, or some other thing that has burned up. Have you been experiencing random stops and starts lately, or any other random weirdness from your system? Do you have another power supply sitting around that you can plug in?
I ask that because I've always had a brand new still-in-the-box power supply sitting around for just such an emergency. I have a lot of brand new stuff sitting around for all types of hardware failures.
Check the plug coming from the PS into your Mobo. Make sure there's a good connection there. Take a can of air and blow out your PS, your CPU fans and any other fans you see. Check for anything that may be ruptured or any black (burned) spots on your board.

Is this the new PC?

This is the new PC. Luckily I'm still in the 30 day money-back guarantee part of the contract. I'm using this PC blowup as a "sign" that it's time for me to step away from WoW for awhile. I'll be sending back the entire unit for, hopefully, a full refund (minus cost of shipping).
I haven't opened the case, mainly because when it happened I really didn't care... it was good timing in a way :)

That sucks, but at least you're getting a free replacement.
