I might have missed it (haven't gifted levels yet either), but I've got a question.
Here's my setup:
Account A referred Account B referred Account C.
Okay, account C gets some levels and gifts a toon on account B say 10 levels. Does this mean that toon on account B that got 10 gifted levels can now gift 5 levels to account A?

Yes.
A RaF character can grant a level for every two levels they earn during RaF. This includes gifted levels as well as levels from normal play. If you transfer a character to a RaF account, they only get credit for the levels they gain while on the RaF account.
Last night I got a few of my new wave of RaF boosties to 60. I then proceeded to grant 29 levels to a level 30. The 30, now a new 59, was able to grant 28 levels to a linked 30, so I ended up with a 58, 59, and 60 from two 30s and a 60 via RaF. So given your setup, Account A and B are 30, and C was 60.
I've done the math, and a character on account C in your setup can grant 29 levels to account B, which will result in 14 levels that can be granted to account A. Chained setups really makes your boosting pay dividends.
