What would be the best method for raiding DPS, stack crit hit or spellpwer for element shaman?

17% for casters, don't forget your talents. Talented you can reach 9% hit which makes capping amazingly easy if you go that route, 3% is your average elemental build. I personally tested the elemental/enhancement hybrid build and geared for elemental and am able to push absurd amounts of DPS out, especially on 25's where mana runs freely.

The hit cap numbers posted are for level 83 mobs. If you aren't raiding, you need much lower. (4% for 80, 5% for 81, 6% for 82, 17% for 83).

edit: Oh nm I see you are using hybrid build.

edit2: And beside going for hit first I noticed no one has mentioned haste. Haste is pretty important now for elemental shaman even after the new update in 3.0.8. I believe the values for each stat were something like:
2.2 hit until cap (only need 6% if you dont raid)
1.7ish for haste
1.6ish for spell power
1.1ish for crit

These are from memory and it has been a while since I looked at the page, but check the elemental shaman thread on Elitist Jerks if you want the exact values.
