My plan

My RAF expires soon, and so far on Alliance I just had 1 toon leveled to 60, and all of her 29 levels intact. I only have 2 accounts.

If you want another toon at 60, then I can level a new pair from 1 to 31, and then gift 29 levels.
If I want 2 new toons at 60 I can level a new pair from 1 to 60, and then another pair from 1 to 3, and gift 58 levels. But leveling to 60 is still slow.

But last night I just figured out:
Level a new pair from 1 to 46, say it's A and B
Level a new pair from 1 to 23, say it's C and D.
B gives 22 levels to C, so now C is at 45.
main gives 14 levels to A and 15 levels to C (for a total of 29 levels she has), so now both A and C are level 60.
Leveling from 1 to 46 PLUS 1 to 23 is still way shorter than a new pair from 1 to 60.

And side benefit: I still have leftovers 2 more toons at 46 and 23, in case I wanna twink later on :P

Does anyone see any serious flaw in this plan that I haven't thought?

just make sure you dont plan on gifting to a toon that's higher leveled than the toon gifting the levels.

haha yeah that is the big thing... I pondered on this last night precisely to avoid that problem... that's why when B is done gifting, he/she will be 46 and the giftee (C) will be 45.

Yep, the toon cascading thing is an excellent way to go. I had three RAF referred accounts and wanted to bring up lots of teams on a brand new server. I got out a big spreadsheet and planned it all out - ended up with 24 level 61s just a couple months after starting on a new server. The big key is to maximize the free levels by only gifting toons that are close in level to the gifter. Sounds like you've got it figured out pretty well.
