I have two internet lines in my house. My main is a Covad DSL line running at 1.5mb and my second is a Comcast line running at 16mb. The covad line runs sweet, usually 150ms (my guilds wow server is on the other side of the country). My comcast line however has horrible latency during certain parts of the day and gives me the same issues as you; 200-300 latency and sometimes one or two of my toons will shoot up real high like 500 to 2000.
Could just be your isp

I am on Verizon FIOS and have had some odd problems recently as well. 1 or 2 accounts run fine, go above that all accounts spike, even ones on other computers that the kids are on. Sometimes I will have 2 running and the kids each have 1 for a total of 4, no issues. I pop 1 more everyone spikes. Or nobody is playing and i pop 3, start ok but in 2-3 minutes all 3 spike to over 4k. Shut one off, other 2 drop to normal.
Other times we can have all 7 in our household running, 4 on mine 2 kids and 1 for wife and all are 80-100,ms, normal.
I will also have issues where only one of my accounts is having issues while the rest are normal. I usually have to restart that client. Sometimes it fixes it sometimes to goes to another client. It is always with 3+ accounts on my box
When there are issues it seems to involve my vista64 machine having more then 2 accounts up. It is not consistent as to the exact cause and I am only boxing occasionally right now so it is not that large of an issue for me. If I still have issues when i get moving again I will dig further.

ok thx for the help!
if u knoe more can u let me know ?? plz this is horrible
I have *exactly* the same problem since a week or so. A friend of mine is experiencing the same.
I see that 1 client starts lagging from the moment it logs in. A solution is to do a logout on that client back to the login screen and login again. That fixes it.
Hopefully Blizzard will fix this soon ...

Cable shares your internet with other people, so during times of the day lots are using it its way worse then DSL, but other parts of the day when you are the only user I am sure its very fast.
I'm on 6MB dsl from ATT and have few lantency problems.

obviously would depend on the population size of your area. I am on 20 meg cable and i have never seen >50ms ping unless a wow side problem

I think we need a bit more info also.
Is it always the same client that lags? or is it random clients each time you play? Does the client that lags have any game lag such as video chunkyness, etc? Are you running XP or Vista? If XP, have you done the "latency trick" to drop your ping times?
I had a similar problem to this that kind of popped up out of nowhere. My general latency on 4 clients would be high but still ok (~150ms or so) and 1 client would always be 500-900 - was never the same client, seemed to be random.
My cable modem had gone bad - as soon as the cable company swapped it out for a new modem my latency on all 5 clients is <70 always, even during peak times. This is with the latency trick (search this forum for latency trick for details).
