If they don't have a wand then ALT works and the character drains soul, if they have a wand the ALT functionality doesn't work.
Also, if I do /petattack followed by /stopcasting will it pause as if a comma was used (so my pets have travel time before casting)
At work, so I can't test it, but try toying with casing. Shoot/shoot, Drain Soul/drain soul, modifier:Alt. Also, why would you use a /stopcasting command after /petattack?

the stopcasting should be stopmacro from another thread...
basically lock pets are SLOWWWWWW... so I want them to get close to their target before the locks fire off
odd thing, if I hold down my alt key and click it manually the drain soul fires off!

My thought is you have another hotbar button bound to the alt+<key> even if you don't have anything in it wow reads it as that hotbar button and not the button you are looking for.
Try unbinging alt+<whatever key you are using> in your keybindings. Even if you are SURE you don't have that bound, unbind it anyway by binding it to another hotbar and then unbinding it.
Just tested the macro and it works for me.
