I am wondering what (or if it is worth it) is the best way to use RAF to level up a new character or 2. I currently have 2 unlinked accounts with 70s/an 80, and only plan on using 2 at once. I am mainly interested on boosting up a mage as quickly as possible, either a new character or level 40 that I have on one of my current accounts. I am a little confused, and would love some insight on boosting just 1 or if needed for faster leveling, 2 characters up, on either 1 existing and one new, or 2 new accounts.

Paying for a new account and if I needed to an account transfer once done is not a big deal if I can save a lot of time; ?( if I can cut my leveling time drastically it would be worth a few bucks.

You need to buy another account.

1. Do recruit a friend to your e-mail address via the account with the best character on it. (You will use this character for powerleveling through instances)
2. Create a trial account using the key that is sent to your e-mail address
3. Buy an account code, or a new retail box and apply it to the trial account you just created (YOU MUST CREATE THE TRIAL ACCOUNT WITH THE KEY SENT TO YOUR E-MAIL ADDRESS IN ORDER TO GET RAF)
4. Level solo to lvl 10 or ~20 (unless you want to do ragefire chasm)
5. Power level yourself through DM > Stocks > SM > Uldaman > ZF etc until lvl 60

Also, when you hit lvl 60, you will have 30 levels saved up that you can grant to an alt on your main account. So, go level a character to lvl 30, and then BOOM you are lvl 60 once you apply the levels.

Cool thanks! That covers it for me I believe. I wasn't quite sure if I could use my 70 or 80 to boost up the alt, so that's cool. I guess I will use my 70 warrior or rogue alt to boost the mage up to 60, then xfer him over to the main account to save the monthly and avoid buying more xpacs.
