Grant levels at 59 or 60?

I have two accounts linked and I was wondering if I should grant account B levels to A at 59 or 60? And what should I get the account I'm granting the levels to, to? I hear 31.99 I think?

but to make the most of it, acctA should be at 59 (and 19.99 bars to 60). Grant it 1 level.

On the second charater of acctA, level it to yes, 31.99 and grant him the remaining 28 levels.

On the second charater of acctA, level it to yes, 31.99 and grant him the remaining 28 levels.yes that is a great idea but for the second character level it to 32.99 because you will only have 28 points left to grant and if the character on acctB is at 60 you can grant the level 32.99 the 28 levels makeing it level 60.99 and then do a quest or kill something that yeilds exp and get another level.

If you're 60.9x you'll ding 61 just going through the Dark Portal.
It makes Outland that much easier.
