What would be a good spec for warlocks doing PVE? (they're level 17 right now)

it really all depends on playstyle. 3 warlocks will burn through quests in no time flat.

Just hit 20...
I'm looking for a spec that can rip through quests the fastest

This is pretty debatable.
If this is your first time playing a warlock, i would suggest a mix of demonology and affliction, or SL/SL build, as they call it. but any of the three is fine.
but... when you do pick a spec... make sure your gear goes with it.
Destro: try to get Int gear as priority then spelldamage.
Demo: Stamina, Int, Spelldamage.
Affliction: Stamina, Spelldamage, Int.
just guidelines i guess. but still... main point is there is no build that will rip through quests blazingly fast that its OMGOP! any of the three builds will rip through mobs at a fast rate. what you can do is make a combination. at least one should be demo so you guys can have a good tank for certain situations.

Down the road, 3x Felguard with 2/2 Improved Health Funnel is very potent. You won't be able to have Felguards until 50th or so. There is a guy who 4-boxes Felguard Warlocks and was able to level from 61 to 67 in instances (Ramparts-Furnace-SlavePens-ManaTombs) without a healer or 5th party member. The amount of healing is insanely good, and they deal decent single and aoe damage.
As mentioned above, SL/SL is an extremely efficient grinding spec. Instant cast Agony/Corruption/Siphon Life, probably with a Succubus with specials off except for Soothing Kiss so she doesn't take threat and has mana for the Dark Pact. Little downtime, if any, especially with three warlocks sharing the mana spent and therefore mana regeneration between them.
Many will argue an affliction build is the least downtime because of the self sufficiency. Between Dark Pact and improved Life Tap your mana regeneration is great. Agony/Corruption are increased in potency, add in Siphon Life, Unstable Affliction, Haunt, Immolation and instant-cast Howl of Terror.
I'd argue Affliction as the fastest solo leveling spec, but would probably go with SL/SL until you can get Felguards as a boxer. Felguard is the least amount of clicking to be effective as a warlock, which makes it the easiest to be used effectively as a warlock. No matter how you spec, with three warlocks sharing the damage dealt and therefore each regenerating (or tapping) mana, downtime will be greatly reduced compared to any single-boxer spec.

Can somebody link me the exact talents I should put for SL/SL?
So far all I need is to cast shadowbolt twice and the mob is dead so affliction is kinda useless at this point since putting DoTs on mobs takes a lot longer than 2 shadowbolts

like i said... any build works. and if you're doing shadowbolts, then go with destruction build.

Agreed, your spec isn't going to matter too much with three locks. You'll most likely just end up ripping through things with triple shadowbolts, which will do the job in one or two casts even if you're not specced for them. My 5-man team includes 3 locks, whom I leveled as Affliction ... but when I wasn't AOEing, I was shadowbolt nuking without a single point in Destruction.
