RAF - When do you "need" to grant levels?

Hi, I am half way through level 59 on 4 toons, 2 of them have the ability to grant levels, was planning on waiting to level 60 and grant levels to 2 of my 38s and keep the other levels to grant at another time while I level these toons to 70, however a guild mate just said if you don't use the level gift at 59 you lose the ability to do this along with when you lose the tripple xp at 60.. I thought it was only tripple xp at 60 you lost and you can gift the mount and levels any time you like? Who's right?

with one condition timewise: granting levels must be done within the 90-day RAF period.

@ 64 I gifted a shaman to 60.99 from 12. (I used levels from a 40 warlock as well.)
