in the 'eat their babies' category i have:

o camp a known quest item for lowbies... they'd hate you
o wipe lowbie towns and training areas... they'd hate you

more legitimate hate can be generated by:

o camp the graveyard in bg... they'd hate you
o if you come across enemy faction in a common quest area, kill everything whether or not you need it... and they'd hate you
o if you are multi-boxing hunters in bg... just pour arrows from above without any specials (preferably from a good hiding spot)... they'd have no idea where it's coming from.. and they'd hate you

that's just a few off the top of my head (the last one is very unsavory... but it depends on how much hate aggro you want to generate)
