If i make 2 new accounts, link them together, and then have a 70 pally/mage do AoE Runs in instances, will i still be getting 3x the xp? Do i still get the 3x xp even tho the pally is not linked to the 2 lowbee accounts?

That is exactly how you want to do it. If you plan on using a high level to boost the lowers you dont want to link the higher to the lowers. It will nerf their 3x xp rate.

Yes the 2 lowers will still get 3x xp so long as the higher isnt linked to them.

I saw RAF bonus working when I got my armored piggies in RFD with the assistance of my 70 tankadin yesterday.
That being said, I went from 27 to 34 yesterday spending a bit of time in the Wetlands, Arathi and STV. I did not feel any need to instance really.
Just do a few quests of your choice and you will have outleveled the zone.
