I am not sure how this is a good thing. First you get feared like normal then for 6 seconds you do 30% less dmg then shortly after that their cooldown is done and you are feared - less dmg again,

I'll take 6 seconds of 30% reduced damage instead of 4 seconds of perma fear any day of the week.
Also remember that most priests are Disc and that Imp. Psychic Scream is far enough down the tree they need to be Shadow to use it anyways.
