When to get Isengard and Rohan?

Heyhey:

I just returned to multiboxing LotRO after an almost two year break. I'm having fun, but I'm wondering if there's any reason to get Rise of Isengard or River of Rohan before getting my new set of characters up to lvl 65 (I have a Guardian and 5 RKs all 65 now, but I'm digging my new group of a Guardian, Minstrel, and 4 Hunters).
