yes i would say Toc is on par with the harder 'old' heroics.

sorry I wasn't clear, my comment "Then again, it drops better loot, and emblems." was about the ICC normals, and how even the normal modes drop emblems (as opposed to only old heroic modes drop emblems)

most of the rep items you'll have better already by the time you get revered/exalted, so the only thing I usually look at are the faction specific enchants.
For hunters, you probably want to do the Ebon Blade rep, for the www.wowhead.com/?item=50367
